• Those receiving the High Rate Mobility component of the Disability Living Allowance
• Those receiving the Higher Rate Attendance Allowance
• Those registered as severely visually impaired or blind
Applications can also be made to the scheme which will be assessed on an individual basis.

| Service description: | TaxiCard is a smartcard, the same size as a credit card, which can be used to pay for part of taxi journey fares. When joining the scheme in April, £100 worth of taxi fare credit will be on the card which can then be used between April and September of that year. A maximum of £3 of each fare can be spent on the TaxiCard with the rest of the fare being paid by the passenger.
